Q: Texas has no points system?

Correct. Texas has no point-based system that adds to your license like in some other states. The Driver Responsibility Program (which functioned similarly) was repealed in 2019. Convictions still appear on your driving record but they don’t accumulate “points.”

Q: I got a letter saying I owe surcharges. Do I still pay?

If the surcharge was assessed before September 1, 2019 and you hadn’t paid by then, it was waived by HB 2048. You don’t owe it. If you’re getting collection notices, something else is going on — call the OAG Child Support Division or DPS to figure out what.

Q: My license is still suspended from 2017. What gives?

Your DRP surcharges were waived, but if your license was suspended for a separate reason (failure to appear via OmniBase, no insurance, DWI, etc.), that suspension stands. Check your full status at the DPS Eligibility portal.
